What is the technology or process by which a count of passengers on board might be practically collected when the start count is unknown?  Could one use alight tracking to correct for a non-zero start value as an alternative to adding a field or are there too many potential other causes of a board/alight mismatch?

A few situations where it seems the count field addition might be helpful:
  • When third parties are generating GTFS-ride feeds and are accessing already rectified load-count numbers, this would support their limited access to source data. While the APC is likely making the count from zero, it's not necessarily clear in processed datasets the zero start point. Without a known vehicle capacity in trip_capacity.txt (for calculation into current_load), passenger count data cannot be included in GTFS-ride despite its availability. As GTFS feeds are now sometimes compiled by parties outside a transit agency, such may happen for GTFS-ride feeds.
  • Approaches that use surveillance video for passenger counts, may not have a necessary zero. While not yet having such data in-hand, this addition would support that data. If vehicle capacity is known, then current_load could encapsulate the data; without known capacity, a passenger count field would be necessary.
  • As board/alight mismatches are an unfortunate reality of APC systems and count data may often just be calculated APC board/alight data, this addition may not improve situations where APCs are miscounting boardings/alightings.
