Proposal: changes to GTFS-schedule and GTFS-realtime decision making

I've opened a PR to discuss changes I'd like to propose to the GTFS-realtime and GTFS-schedule decision points, replacing the "unanimous consensus" term (which is self-contradictory) with either "consensus" or "80% qualified majority."
