PR #320: clarifying VehicleStopStatus values

Hi all,

PR #320 has been opened to clarify VehicleStopStatus values. Particularly the `IN_TRANSIT_TO` value. 

As discussed in issue #291, the proposed clarification for `IN_TRANSIT_TO` is the following:

> The vehicle has departed and is in transit to the referenced stop.
