boundary zones

I've seen a number of cities that have (often major) stops located on the boundary of two zones.  If only one of the two zones can be expressed in the GTFS feed, then consuming applications would not be able to determine the correct fare.

I think that the GTFS spec should be updated to allow zone_id to include a delimiter - eg: "1/2" or "1-2"
