Why Swiss Business Days and Which Swiss Business Days?

The GTFS specification amendment process references "5 full Swiss business days". [1]  But there are 26 cantons in Switzerland that each set the holiday's independently [2].  

I understand if there are some key folks in Switzerland that need to be at work to move the process forward, but it would be helpful if the spec clarified /which/ set of Swiss holidays are the ones affecting this process.

There is only one national holiday in Switzerland, the Swiss National Day on August 1st, per a federal votation since 1993 [1]. All other holidays, as you said, are canton holidays.
Even though the aforementioned Google Engineers may not have intended it to be like this, I'd interpret the writing of the Specification amendment process closely and only omit August 1st as a business day.

I'm a bit out of the loop: Are there are enough GTFS spec contributors in Switzerland now to retain this language in the official spec change process, especially if it's interpreted narrowly as a single day in August? Surely there are contributors from other countries that have holidays too that aren't named. The period could be extended to 7 or 10 business days if there's a concern about a key people being on vacation somewhere.

What's the rule to amend the rules of amendment? Because in today's global world it doesn't really make sense to keep any reference to any specific country IMHO. I think we should just remove that sentence and maybe change the minimum days from 7 to 14. This would cover some of the "tough" periods of the calendar (i.e X-mas - New years period when in most of the countries that have representatives in the discussions would not work much, and also something else that is even harder to catch: involved people might be on a 2 week vacation any time of the year)

Looking at precedent set in #293, to amend the amendment process all that is needed is: 
  • Opening a PR to modify the markdown text
  • Get at least 3 votes with no -1s
There are no clear rules to amend changes.md
