gtfs.org: Sharing regular updates on Fares v2

MobilityData has created a Fares v2 extension page on gtfs.org so the community can go to 1 place to find all proposals, progress updates, and meeting invites, rather than searching for them across different channels.

Please take a look and share feedback on the Github issue. We want to know:

• Can you skim this page for what you need when looking for updates on Fares v2 progress?
• Does this page include all documents and links contributors regularly refer to?
• Are there additional improvements you’d like to see?
