Acquisition Succeeded - no new GTFS uploaded however

Starting a few weeks ago, I have been receiving email notifications of Acquisition Succeeded: Transit feed despite no changes to our google_transit.zip file. Then an email shortly after, Processing Succeeded: Transit feed. We only use static GTFS, no RT. We get this on all days that are scheduled to check (Thur, Sat). Our GTFS has not been changed since early December and just confirmed the .zip file has a modified date of 12/3/19.

I noticed in feed configuration a setting "Transfer only new or updated file(s)" that is not checked. We've made no change to configuration so maybe this is a new setting and needs to be checked? Anyone else experiencing this starting in the past few weeks?

A follow up on this:

A requested support from Google and they recommended to convert from scheduled fetch to manual, which is not ideal. I then tested checking the box "Transfer only new or updated file(s)" and saved but returned to the feed configuration to find the box unchecked once again. I reported back to Google that it appears to be a bug in their software.
