WHEN WE IMPORT PURCHASE WE PAID CUSTOM DUTY AND CESS . AND ALSO PAID IGST ON CUSTOM DUTY AND CESS.
MY QUESTION IS CAN WE TAKE INPUT CREDIT AGAINST THIS IGST PAYMENT OR NOT.

Yes you can take credit of IGST payment.
