Dear Network Partners,

 

The California Department of Social Services (CDSS) has funding available to purchase new POS machines for Farmers Markets.  These machines play an integral role in making fresh fruits and vegetables available to low-income families in California through the use of accepting EBT.  If your agency or you know of a partner agency that would benefit from accessing one of these machines, please follow the steps listed below.  Time is running short to access these funds, so we recommend that you act now.

 

As of March 4, 2010 there have been changes that will streamline the process of bringing EBT to your farmers’ markets.  United States Department of Agriculture, Food and Nutrition Service (USDA-FNS) has set up a new website which will provide useful information when you are applying to accept EBT at your market.   The USDA-FNS website will also walk you through the application process and the guidelines for developing scrip for your market. http://www.fns.usda.gov/snap/ebt/fm.htm 

 

FNS

The first step is to apply for authorization from the USDA -FNS. Once the market receives authorization, the process becomes relatively automatic. 

  1. Apply online http://www.fns.usda.gov/snap/ebt/fm.htm  or call (877) 823-4369 to receive an application by mail.
  2. Submit copies of documentation FNS requests in a timely manner.
  3. Await authorization; this process can take up to 45 days to receive your FNS number.

 

CDSS

Second step is to contact CDSS, it is our mission is to ensure that your farmers’ market is assisted in the process of obtaining a free state provided POS device.    

  1. Complete a farmers’ market questionnaire, simple and just 6 questions and return to me.
  2. Contact CDSS once your market has received authorization from FNS. 
  3. CDSS will contact Office of Systems Integration and FIS Global Solutions.
  4. The farmers’ market will receive FIS paperwork (contract) to complete and return to FIS.
  5. The market can select how it would like to process EBT transactions at the farmers’ market:  free state-provided equipment (wired or wireless)

or equipment provided by the retailers (FM) third party processor at an additional cost.
