My name is Kensei Nakada.I am a second-year student at Kyoto University in Japan. 

I have used Elixir and Phoenix during a web developers internship since one years ago. And have contributed to Elixir (and Phoenix) several times.

So, I searching Elixir projects in GSoC and want to work on Idea #2: Package vulnerability disclosure for Hex. it's sounds interesting!

I don't know where to start to write a proposal... ; - (

Could you tell me more detail of the project?
