The project I'm interested to do, they didn't specify any person to
contact. They just have one mail address to contact. Though they have
mailing list and IRC channel. Should I ask about the project in the
mailing list or should i mail to that contact mail ?

Did you see any other gsoc related mail in the mailing list? If people
are regularly mailing in the list regarding gsoc then mail there.
Otherwise mail to the given address.
