I've only had my GS911 2 days but from what I can glean from your note
1) Means the test needs to finish to cancel the test mode. Sounds like you didn't allow it to do this. Cycling the ignition is simply turning the key on, letting the bike do its normal checks and then keying off.
2) Don't know the answer for sure but your situation suggests it would seem so. The Hall Sensor I assume is detecting crank speed, if so it could explain your issue.
Sounds like you need Stephan's help here.

Did you follow the instructions? The gray boxes depict the state of
each hall sensor... if you didn't crank the engine (by hand - don't hit
the starter button) then they will/can not change, as nothing is moving...

Did you cycle the ignition as the procedure indicates? - even if you
terminate the procedure correctly, you still need to cycle the
ignition... All that happens here is that a command is issued that
disables the spark (as per the BMW procedure) and this is enabled again
as the last command of this procedure...

just before this we mention that this test will place the engine in a
state that it cannot start... and then the section you are asking follows..
"correct termination" means you've got to follow the procedure through
till it is done... not canceling it, not unplugging the diagnostic cable
before the procedure completes, not switching off the ignition before
you are told to do so...

you just have to follow the steps
however, remember, if you have not followed the procedure correctly,
cycle the ignition and start that procedure again...

as per the BMW procedure, these two functions disable the spark... this
is quite simple... there is a command.. "disable spark" and then at the
end we issue another command "re-enable spark"... other then that GS-911
is only reading realtime values.. for these functions..
The pulling of the fuse resets the adaptation values on those
controllers, hence it forgetting the state it's in and you having to
relearn the Throttle position etc... - there is a possibility that
something is a little more out of spec (due to ware etc.) and your
adaptive values (long term learned values) have compensated for that...
To make sure you have all the spark, you could let the engine idle and
pull the spark leads one at a time... - if you don't hear a difference,
then there is no spark on that one...
