Proposal (L91): Improved handling of subdirectories and external repositories for py_proto_library

Dear all,

Please see https://github.com/grpc/proposal/pull/277: I am proposing an implementation change of py_proto_library to make the rule work with proto dependencies with "unusual" sources, such as sources in a subdirectory and generated sources in an external repository.
