Please take a look at A34 gRFC https://github.com/grpc/proposal/pull/202. It introduced `weighted_round_robin` lb policy for `load_balancing_weight` per LbEndpoint.

Hey folks,

Envoy community recently decided to go with WRSQ for WRR on per endpoint weight (https://github.com/envoyproxy/envoy/issues/14597). I updated the PR to adopt WRSQ, but with some modifications to fit with gRPC architecture.
