Can I suggest retitling as L rather than A as described? If this is for core, then it affects the C++ core and languages derived from it, but not all languages. OTOH, if you want to keep it an A, then there should perhaps also be a new API proposal attached for Java and Go to also expose this info (and maybe this is a good idea anyway)

I just moved this discussion to https://groups.google.com/forum/#!forum/grpc-io. While this might be useful to Java and Go, I'll the scope of this proposal to C-core and wrapped languages, to focus on the external-memory and garbage collection interaction issue.

Thanks. We probably need a category between L and A to express "C++ core and all wrapping languages". Somebody should make a P-class rfc to create a class for this.
