How to solve the problem reported by Mergeable when open a PR to GRPC

As the notice above, I have no idea about this description.

Would someone give some guidelines to solve this problem?

You can ignore this error. Once the PR is accepted, a maintainer will apply appropriate labels to pass this check. The labels mentioned here are need to figure out if the PR needs to be noted in release notes.
