Currently, it's because the current version of Dropbox is old.
When 1.0 comes out soon, it'll be because they install a modified version of the old version. (Unless they change course as a result of our complaints that this is a bad idea, which seems unlikely at this point.)

It should Just Work. If Skype shows up in the Growl preference pane, then it should indeed be working.
Make sure Skype's new-chat (I don't know exactly what they call it) notification is enabled in the Growl prefpane.
This is, to my knowledge, the only Growl-related item in their Votebox:
Yours is tangentially related, since Dropbox installed an old (and will, in an upcoming version, install a modified old) version of Growl.
Even so, you may prefer to suggest a new Votebox item through the field on the category index (you'd want the same category, “Dropbox Desktop Application”, as that one).
