Growl not working for me

Apple MacBook, Mac OS X, ver 10.5.8
two account logins
installed growl 1.2.2 and Growl Hardware,
Growl Icon shows in menu bar in both login accounts
Growl hardware notifications displayed in only one account (works great), not the other account (no display notifications except "preview")
tried uninstall and reinstall to no avail
