Yes, check out the dictionary it should be in there.

 

•  I know you can do this via console but I need to know a way to do this via applescript. 

• Can I use use applescript to startup growl if it is not enabled after installation?
• I installed after packaging into .dmg format through a software delivery system “Altiris”.

You could tell the system to launch Growl, or you could call to the open command. Knowing your configuration is going to help a lot here, along with knowing what the end goal is.

Sorry I am quite new to doing stuff on Mac.
Could you explain the plist in more detail and with some instructions as well?
Is it a file within Growl and where do I put the file?
