Took the liberty of stealing stuff from Brian's post in the Growl
Discuss group about 1.1.3 and reposting here with emphasis on items
important for localization:

* Localizations complete
To accomplish this all string and nib-related changes need to
be
submitted before the end of November (11/30.) As of 12/1 UI changes
(string & nib) will be frozen and handed over to localizers to work
their multi-lingual magic. Code-only changes will of course
continue.
If we can wrap up interface changes earlier we can move their
starting
date forward and provide more flex time in schedule.

I'd like to start testing the English only version with the greater
community once we hand it over for localization so that we can focus
on testing localizations as well as in general once that's complete.
The localizations window is hopefully going to be about 2 weeks if
schedules allow with 1.1.3 testing starting by the third week of
December.

If all goes well I'd like to see us release this as a nice end-of-
year
present for the world

So our schedule, as translators/localizers is:
December 1st (at the latest) - UI changes frozen, localization begins
December 15th (or around there) - Localization frozen, final testing
begins
December 31st (more or less) - Growl 1.1.3 ships
