Nibs and strings files have nothing automatic to do with each other, and Growl does not take strings from the strings files and put them in the nib-borne UI elements in code, either. Localizers must edit the nib files, not only the strings files.
Thank you for your interest, but we're not accepting localizations at this time, as we've still not all agreed on a process. When we are ready to accept localizations, we will announce that here on this list.

Whatever process we announce, it will involve you working with our source code, not a release version of Growl.
