Dropbox is not on the list of applications that Growl for Windows
works with. That is the main app i need.

That is because Dropbox does not currently support Growl for Windows.
There have been lots of requests for them to add support, but so far
nothing has come of it.

However, the idea has just recently been revived and I am currently in
the process of contacting the Dropbox developers to see what we can
do. You can follow the conversation on the Dropbox forums here:

Make sure to voice your support in their forums - the more folks that
request the feature, the more likely they will be to see its value and
decide to implement it.

A work around (if it's acceptable to the OP) is to use the Windows
Balloons plugin as Dropbox uses the standard balloon alerts on the PC
app. That's what I use (along with the Boxcar forwarder) to send
notifications about changes to my iPhone and iPad. It's far from an
ideal solution, but it does get the job done.
