Can't get my balloons back

I tried using the windows balloons plugin again to get notifications from my UPS forwarded to my phone. Eventually I decided against it. But now I can't get the default windows balloons back for anything. It's win7 pro 64 bit. I've tried disabling the subscription, removing the subscription and even uninstalling growl entirely.  But can't get the notifications back.  Any advice?
