can you verify that you are getting Growl notifications from Outlook
on your desktop? if they are not even getting that far, then they will
not be able to be forwarded to Prowl.
if you are getting Outlook Growl notifications on your desktop, then
it comes down to configuration. make sure the notifications are
configured properly on the Applications tab. if you have set the Prowl
forwarding to only forward for certain priorities or only when idle,
that will also restrict when notifications are forwarded.
review all of your settings and if you still cant get it to work
(assuming you are getting notifications in the first place), take a
screenshot of your Applications tab (with the Outlook notifications
selected) and your Network tab (with the Prowl settings selected) and
post them up here and i will see what i can see.
1. do you have the Growl Outlook plugin installed?

that is needed to get Outlook to send notifications to Growl
2. does Outlook show up in the list of registerd applications on
Growl's Applications tab?
if not, make sure Growl is running, then shutdown Outlook and
restart it. Outlook should register automatically when it is started.
3. Are the notification preferences properly configured? Make sure
Enabled is set to True and that a valid display (or [Default]) is
selected for the Display preference.
since you got the test notification forwarded to your phone, then the
Growl/Prowl forwarding is working correctly. once you can get the
original problem (no desktop notifications) figured out, the
notifications should be properly forwarded to your phone.
