Notification center action button throw growl

If I've understood correctly if Growl isn't installed and the latest SDK version used (under Mavericks or ML) a native notification will be fired? correct? In this case, let's say that I'm interested in attaching an action button into the native notification to trigger some logic (similar to the reply button in the Messages app). Is there any way of accomplish this using the growl SDK ?
