Growl framework with macOS 10.9 deployment target

Hi All,

I am Manjunath from the Sourcetree team at Atlassian. 

We've been using Growl for years and really appreciate the team for having such an amazing product. 

Lately, with the hardened run time requirements of Apple, it has become impossible to ship Sourcetree with Growl if the "Disable Library Validation" entitlement isn't enabled. 

However, doing this exposes us to other security vulnerabilities. On further investigating, I was able to figure out that having a deployment of at least 10.9 is necessary to get around this issue.

Please do let me know if a new version of the Growl framework can be released with this for us and many more folks who are using or wish to use Growl.

Thanks for reaching out on irc and here. Just to follow up we're looking into whether this is something we want to do (a 10.9+ framework). We'll reply here with a status when the decision is made.
