Ithink I know what the problem is! This was happening to me just a few moments ago - computer fresh out of the box - but the strange (and super irritating) thing was that my boyfriend could open every application with out any problem. You can imagine my frustration! After some research and no answers my boyfriend for the fun off it took my finger and "controlled it" .... it worked! So turns out I was just pushing too hard.. so try a very gentle touch, hope it will work for those who stumble in here in search for answers.

ANSWER: "Mission Control" is being turned on and it is looking for a window, but there aren't any available. So go to your System preferences and uncheck everything and see if your problem goes away. Mine did !
You say it's new out of the box but it has an old version of the OS? I would try updating as dialabrain has suggested. If that doesn't work, take it back and exchange it. You should not be having these problems on a Mac let alone brand new from the store. You may have a damaged copy or having memory issues.
(I have one piece of software (a game download) that only occasionally displays the message only when it switches between full screen and non when the software is not expecting to do so. No other software displays the message.)
If you press F3 (shortcut for Mission Control), on an empty desktop (any working iMac), it will say "no windows available". (mission control has no windows to show (none to choose and slid) and says this in the middle of the desktop, but it does show the top bar of mission control for other desktops)
Therefore make sure your F3 key isn't stuck, MORESO that your keyboard is fully charged (plugged in - or try some usb spare have you one). Check settings for mission control (though they should be perfect if it's new).
I was having the same problem, not only on my laptop but my boyfriends as well. I finally realized its because I was pressing too hard trying to click on the icons. The computer thinks you are doing 3D Touch and the apps don't offer any 3D Touch windows! hope this helps

Microsoft don't make it easy for you. The NLS file mentioned in the question does contain the locale information, but it's in HEX. Even with a hex editor, the contents are far from human readable. I decided to take an alternative strategy, inspired by r0ca's answer.
There is a more accurate list of available locales published by Microsoft. Unfortunately, even this list isn't quite right. (I installed all available locales, and I have Nothern Sotho, which isn't on Microsoft's list, but not Traditional Spanish, Modern Spanish or Macedonian. Ukranian is on the list twice.)

I looked on MSI's website, and even though they have some drivers available for Windows* 11, there is no wireless driver available for that operating system, which indicates it might not be validated yet as fully compatible with the board, at least in reference to Wireless drivers.

Still, they do have a wireless driver available for Windows* 10, version 22.70.1.1, for testing purposes you can always try a clean installation of that driver following the instructions in the links below, even if you are using Windows* 11:

I just received an update on this matter. Just to let you know, actually, in different countries/regions the band 5GHz is not supported yet, and when is implemented, OEMs (Original Equipment Manufacturers) release BIOS updates/drivers to enable the support. You mentioned that maybe Russian restrictions are applied to your country, and yes, that is a possibility since 5GHz hotspot is still not supported in Russia.
Since the Operating System (OS) is involved too, the best thing to do at this point would be to make sure that the BIOS, OS, and other drivers are up to date and to check with the ISP (Internet Service Provider) directly about the support of the 5GHz hotspot in your country.
