Google Groups: Membership Pending

In the past few weeks, I've received two group membership pending email.  When I click on the approve or reject link, I'm taken to join request administration page (like always), but the last two have had NO pending members.  Has anyone encountered this?  Is Google rejecting known spammers? Any help would be appreciated.

Paul, perhaps the following is the case. If the group has multiple owners or managers, one of them may already have approved new members or posts.
