Yes, I think this is because Google is still moving. They have not fully
migrated to the new groups so features from the old groups may not appear.

I'd accept that if it were not so many months in the making, as well as no formal communication on that product line and its transition.

This breeds unnecessary mistrust.

If not aware there used to be a very active forum for groups when it was under development and well into its life span, and then Google ended that forum and shut off posting and any staff involvement.

Groups as a product appears to be missing from development forums.

Note this is "Group Owners" not "Groups."

I now periodically take a back up list of subscribers (missing from the new format) just in case Google options to force everyone onto the new format without all of the moderator tools in place.  At that time I'd be forced to take my list independent.
