Have someone manage group without access to messages?

What's a good way to set up a Google Group and have an admin who can manage the group (in particular, to be able to add and remove members) but have that person not be able to see the messages?
I think one way would be to make them a Manager but set Delivery to be No Email and define the group to not keep archives.
Thoughts?

I believe that you should be able to designate one of the members as a manager and set his/her mail preference to "No Mail".
Go into Manage mode Display the members Find the member you wish to be a manager Click the box next to that line Click on the Actions box and a pop down window will appear. Point to Add to Role and another pop up window will appear Click on Manager or Owner Click on the Actions box again Hover over Change Delivery Setting and select No Mail
I haven't quite got all of this figured out yet, but I think that will do what you want. Good Luck!
