I think you are referring to the reserve major available at a National Specialty?

Just to bring everyone up to speed with the 3-point reserve major.
Yes, it is currently only an option for a parent club National Specialty.

There is a motion making its way through the process which would extend the 3-point reserve major to local specialties should the club sponsoring the show decide to award this (completely optional).  That said, in order for the 3-point reserve major to be in effect, the entry for class dogs (or bitches) must be twice the number required to award a 5-point major.  Those numbers are based on the particular region in which the event occurs.  

For example, California (Region 9) requires a total of 6 Leonberger class dogs or 6 Leonberger class bitches to receive a 5-point major.  
Under the proposed 3-point reserve major, a total of 12 class dogs or bitches would have to be entered in order for the 3-point reserve major to be awarded.  And, again, this is optional and up to the club staging the show whether they want this to be in effect or not.

Looking at the entry for the upcoming NCLC show, if the 3-point reserve major were in effect (and it is not), the entry of class dogs (9) would not be sufficient to award 3 points to the reserve winning dog but the class bitch entry of 13 would qualify..

All this aside, remember that the option to allow a local specialty club to offer a 3-point reserve major has yet not been approved by AKC.
