All the scheme owners or stakeholders, including regulatory authorities, industry associations, and conformity assessment bodies, must undergo a multi-step accreditation process before earning the certification.


Moreover, a certification body is required to meet all the requirements of applicable international standards, as mentioned by the certification scheme, while performing evaluation activities using internal or external resources.


ISO/IEC 17065 was developed by the CASCO committee that controls all conformity assessment activities. The standard guides accreditation bodies for certification of products, services, and processes with full competence, consistency, transparency, and zero impartiality.


In addition to demonstrating the competency of the accreditation bodies, the standard builds trust in consumers that the products and services fulfill all the specified scheme requirements. Laboratory accreditation is a cumbersome process and requires complete focus and management of finance and the team to meet compliance standards.


The overall aim of certifying products, processes or services is to give confidence to all interested parties that a product, process or service fulfils specified requirements. The value of certification is the degree of confidence and trust that is established by an impartial and competent demonstration of fulfilment of specified requirements by a third party. This International Standard specifies requirements, the observance of which is intended to ensure that certification bodies operate certification schemes in a competent, consistent and impartial manner, thereby facilitating the recognition of such bodies and the acceptance of certified products, processes and services on a national and international basis and so furthering international trade. This International Standard can be used as a criteria document for accreditation or peer assessment or designation by governmental authorities, scheme owners and others.


The requirements contained in this International Standard are written, above all, to be considered as general criteria for certification bodies operating product, process or service certification schemes; they may have to be amplified when specific industrial or other sectors make use of them, or when particular requirements such as health and safety have to be taken into account. Annex A contains principles relating to certification bodies and certification activities that they provide.


This International Standard does not set requirements for schemes and how they are developed and is not intended to restrict the role or choice of scheme owners, however scheme requirements should not contradict or exclude any of the requirements of this International Standard.


Statements of conformity to the applicable standards or other normative documents can be in the form of certificates and/or marks of conformity. Schemes for certifying particular products or product groups, processes and services to specified standards or other normative documents will, in many cases, require their own explanatory documentation.


While this International Standard is concerned with third parties providing product, process or service certification, many of its provisions may also be useful in first- and second-party product conformity assessment procedures.

ISO 17065 (also known as ISO/IEC 17065) is a standard released by the International Organization for Standardization to impart a common set of standards and practices for organizations that provide assessments and certifications.


This last standard is of most interest in cybersecurity, where auditors are regularly responsible for assessing and authorizing businesses and agencies based on their overall IT and data security processes.


ISO 10765 focuses on ensuring that an organization maintains well-regulated and well-documented assessment standards predicated on their relevant industry and their relation to the product, service, or process they certify. Additionally, there is ample attention paid to impartiality and accountability.


Organizational Structure: Organizations must document their organizational structure. This includes identifying the board or group with the overall authority of the organization and specific areas of interest like operations, policies, financial activities, certification Activities, evaluations, impartiality measures, agreement management, resource management, and complaint management. Safeguarding Impartiality: The certifying body must have mechanisms to protect impartiality. This mechanism will form the basis for policies related to impartiality, outside corrupting influences (like commercial activities), and transparency around certification operations.


Personnel: Certifying bodies must have sufficient personnel to cover operations and certification schemes. They must be trained and competent at their certifying and assessment functions, pledge to maintain client information confidentiality and limit their assessments to their narrow scope of application. Evaluation Resources: If the certifying body uses internal resources for assessment, it must follow ISO requirements for testing (ISO 17025), inspection (ISO 17020), and management system auditing (ISO 17021). If utilizing outsourced resources, it may only do so to organizations that meet the same ISO requirements. Additionally, the certifying body must ensure that the outsourced assessment is confidential, impartial, and sufficiently credible based on ISO standards.


Option A: An organization demonstrates a management system that addresses process documentation, document control, record control, management review, internal audits, corrective actions, and preventative actions. Option B: An organization already has established its maintenance of a management system in line with ISO 9001.

The IOAS is a specialist accreditation and assessment body focusing its efforts to build sustainable futures for people and the planet. We therefore offer assessment and accreditation of certification bodies applying a standard which complements and does not contradict the IOAS mission. This means that the IOAS is open to applications that involve organic and sustainable agriculture, environmental protection, social justice, fair trade and related themes. The IOAS are willing to consider other sectors and we invite certification bodies or scheme owners to consult with us. A decision to proceed or not may require considerable study and ultimately consultation with the IOAS Board of Directors. Nevertheless we are happy to receive requests of this nature and to discuss your requirements.


The requirement for accreditation of product certification is normally assessment against ISO/IEC 17065 plus any additional sector requirements that may have been described by the scheme owner or the certification body itself. Some scheme owners have however opted to develop their own requirements or based them on the International Requirements for Organic Certification Bodies where this seems more relevant. The IOAS may not accept an application if, in its view, there is a lack of sector specific requirements that result in a lack of credibility of the certification.


The application from the certification body must designate and supply the standard against which the products will be accredited and the specific scope categories that are being applied for. These details will define the scope of the accreditation which will be made clear in the accreditation certificate we issue and in any public statement.


Depending on the scheme/standard owner, there might be additional application requirements, such as prior application to the scheme owner. Once the IOAS have agreed that the proposed standard is in the scope of IOAS work, the first step to accreditation is to complete the general IOAS application form (please see related documents section to the left of this information).


IOAS Accredited Certification Bodies may use the IAF-MLA Mark in combination with the IOAS accreditation symbol on certificates for MLA-subscopes for the ISO/IEC 17065 GLOBALG.A.P. IFA. Those ISO/IEC 17065 accredited without the MLA subscope may use the combined Mark but not on certificates.
