According to the Indian passport seva authority, the minimum age for passport in India is 1 day. Every Indian should own a passport regardless of age. Thus, along with your passport, you should also apply for a minor passport whether your children are one day or eighteen years.

A minor passport is a passport essentially issued for individuals under the age of 18 years. The passport is specially designed for infants, children, and teenagers who wish to travel to international destinations. The passport application for minors in India is similar to an adult passport. However, the validity of a minor passport may vary from that of an adult passport.

The procedure for applying passport for minor children at the Passport Seva Kendra (PSK) with regard to presence of parents is as follows: if both the parents are able to visit the PSK, the passport application with prescribed documents along with Annexure H is enough for applying passport. Annexure H could be submitted in plain paper in the prescribed format.

Besides the local guardian of the minor child, if he or she is not the grandparent of the child, one has to submit an affidavit with two responsible persons. Annexure C is applicable where the details and whereabouts of the other parents are not known. The single parent with whom the child is residing may submit Annexure C. Annexure G is applicable in all cases where the parent submitting the application is unable to get the consent of the other parent for obtaining passport of the child. This will include physical unavailability of the other parent at the time of submission of the application.

Annexure A is otherwise known as Identity certificate which is provided by a Government employee when applying for a passport. The government employee could be from State Government, Central Government, Statutory Bodies or Public Sector Undertakings. When the spouse or children (under 18 yrs.) of a Government employee apply for passport required enclosing Annexure A.

Thanks for the info @Diwedy . I have applied it under lost/found section. The cost of applying it in lost/damaged is at least 50% more than normal application though. Not sure why VFS is pushing people towards lost/damaged passport form

hi, did you apply through tatkal? I had the same response from Houston VFS, saying my application is rejected because my passport binding is damaged. My passport is about to get expired in April 2024.
So, did you apply in tatkal reissue- damaged section? And after you received your new passport was the passport validation renewed?

The Ministry of External Affairs (MEA), which is the sole governing body authorised with the task of issuing Indian passports, has amended rules yet again in an attempt to make the application process easier.

The new changes, which were announced in December 2016, will make it easier for categories such as orphans, single mothers and government employees to receive their passports with minimum hassle.

o Applicants who are born after January 1st, 1989 had to submit birth certificates in order to obtain a passport. Now, however, applicants can submit any one from the list of options provided when applying for a passport:

Previously, passport application form annexures required to be attested by a notary/executive Magistrate/first class judicial Magistrate. However, the new changes stipulate that there is no requirement for attestation of annexures. A self-attestation on plain paper is all that is required.

Earlier, the passport application form mandated the submission of the marriage certificate for all married persons, even if they were separated or divorced. The new rule states that a marriage certificate need not be attached for applicants who are separated or divorced. The applicant is also not required to provide the name of his/her former spouse on the application form.

Government servants who are unable to obtain annexure B/no-objection certificate (annexure M) from their superiors and are in urgent need of a passport may submit a self-declaration in annexure-N stating that the applicant has provided prior intimation to his/her employer informing them that he/she is applying for an ordinary passport. This annexure-N is to be submitted to the passport issuing authority at the time of applying for an ordinary passport.
