documenting /src/viewer/wiring.js

hello...

looking at /src/viewer/wiring.js:

- would it make sense to rename ViewerUI to Wiring? or merge it with
viewer.js? effectively, it only seems to initialize the viewer and its
user interface.

Ok, so the Viewer namespace (and viewer.js) is the thing which is
*really* misnamed. Because what's in viewer.js is actually a general
purpose javascript app framework. Except for set_item, set_city, and
marker_clicked.

What I really want to do is extract that, and bundle it with livehtml,
as a little framework that other people can build their js apps on, and
use the same html enhancements and the same internal urls.

When I do that, then it will probably make sense to rename wiring in
some way. Maybe merge it with models.js and/or frame.js. Who knows.
