Yes. However, the amount of reduction depends on relative efficiency of the two codecs involved (I.e. source vs. target) and their data rates. If the target file total combined data rate is less than that of the source, then the new file will be smaller. Your problem here is that both the WMV/WMA and best target format (H.264/AAC) are both "high-efficiency" and, therefore, only their relative total data rates are significant. Simply reducing the target data rate will also reduce the file quality.

There appears to be hope on the horizon however. Currently there are many sources of music with even higher resolution than CDs available on the internet. High resolution PCM (pulse code modulation) recordings at 192 kss/ 24 bit are actually readily available, as well as even higher resolution files in the DSD (direct stream digital) format.
