EOL for 3.1.x

I started a discussion on the dev list a few days ago regarding the 3.1.x line of code:

In summary, we're about to release 3.1.8 and the intention is to stop all development on this line of code, meaning 3.1.8 will be the last release on the 3.1.x line. At this point, providers should really be moving on to 3.2.x or even 3.3.0 (when it releases). 

I'm expanding this discussion here to the user list to see if anyone has any concerns/comments about this direction.
