Union Government in a U-turn announces Unified Pension Scheme *after* poll announcement

Quite evidently, with an eye on the Haryana poll, in particular.

Is that Ok!?
Is it not a very very serious aberration???

Ordinarily, the ECI is duty bound to intervene on its own.
But these are no ordinary times.

The main opposition party, the INC, had apparently chosen not to flag it: <https://www.financialexpress.com/india-news/u-in-ups-stands-for-modi-govts-u-turns-congress-after-unified-pension-scheme-announcement/3591839/lite/>. Conceivably, for electoral considerations.

But, what about others??? 
Especially the civil society groups?
