How can 12 digit UID/Aadhaar Number be deemed a "citizenship document"?

How can 12 digit UID/Aadhaar Number be deemed a "citizenship document"? Isn't UID/Aadhaar just an identifier of residents of India who have lived in India for at least 182 days prior to enrolment for UID/Aadhaar Number, as per Aadhaar Act, 2016.
