Delaware’s Unique Approach to Statewide Recycling

The Delaware Solid Waste Authority (DSWA) is a unique organization formed in 1975 to develop and manage a statewide solid waste and recycling system. It has a history of bringing forward thinking approaches to the implementation of these systems. Currently, all licensed municipal solid waste (MSW) haulers must provide single stream recyclables collection to all their residential and commercial customers. The overwhelming majority of this material is brought to DSWA’s material recovery facility (MRF). The delivery of the material is assured through a combination of economic and regulatory methods. In addition, DSWA provides several drop off locations for solid waste and recyclables for those who chose to self-haul.

The State of Delaware no longer has a bottle bill, nor does it have any Extended Producer Responsibility (EPR) laws. DSWA has developed and funded several recycling programs on its own initiative successfully. The webinar will provide an overview of the statewide recycling system, how it was developed and point out the advantages and disadvantages of the system.

About the Presenter

Richard P. Watson P.E., BCEE is the Chief Executive Officer of the Delaware Solid Waste Authority (DSWA), a position he has held since 2014. DSWA provides solid waste management services for the entire State of Delaware through the use of public private partnerships. These services include three landfills, three transfer stations, two material recovery facilities, seven drop off centers, several recycling programs and an environmental education center.

Mr. Watson joined DSWA in 1981 as a project engineer whose first assignment was to manage the development of a new landfill including finding and acquiring a site, then design, construct and bring it into operation. In 2 ½ years, Delaware’s first double lined landfill was in operation. Since that time, he has overseen the design, construction and operation of several solid waste and recycling projects. He holds a Master of Civil Engineering degree from the University of Delaware, is a licensed Professional Engineer and is a Board Certified Environmental Engineer.
