We received this from Jeff Yunker of the USCG this afternoon.  I have pasted the text from the CGAN in below as it was a text-only document.
Please see the address at the end to which you can send any concerns or comments about this project.
The organizers have been proactive and responsive in our recent experience, wherein we made an effort to ensure that this will not affect the annual ENORMOUS circumnavigation.

<<Good afternoon,

COAST GUARD ADVISORY NOTICE (CGAN 2018-004)
To: Distribution Date: May 8, 2018
From: Waterways Management Division Revision No: 0
Re: Spuyten Duyvil Bridge Rehabilitation
1. American Bridge will be conducting major rehabilitation work to the Spuyten Duyvil Railroad Bridge over the Harlem River at mile 7.9 from May 15 to September 29, 2018. This project will entail the removal of the bridge swing span, mechanical/electrical rehabilitation of the bridge, and reinstallation of the bridge swing span.
2. The south channel of the Harlem River at the Bridge will be closed to all vessel traffic from May 15 to September 29, 2018, as advertised in the First Coast Guard District Local Notice to Mariners. The contractor requested the north and south channels be closed at the Bridge to all vessel traffic for approximately three to seven days between the dates of June 3-16 for swing span removal. The north and south channels at the Bridge would also be closed to all vessel traffic for approximately three to seven days between the dates of Jul 15-28 to reinstall the swing span. The number of closure days will be based on job progress and on scene conditions. Once established, specific closure dates will be broadcast via U.S. Coast Guard Vessel Traffic Service New York (VTSNY) Alert Warning System notifications and Broadcast Notice to Mariners.
3. The contractor is currently coordinating with waterway users, and will provide regular updates to affected waterway users. The Coast Guard will continually assess conditions in the construction zone and surrounding areas and may make further changes to navigation restrictions as necessary. Such changes will be disseminated by VTSNY, safety broadcasts, the First Coast Guard District Local Notice to Mariners, and publication online at https://homeport.uscg.mil/port-directory/new-york > Coast Guard Prevention > Waterway Management.
4. Please email comments or concerns by May 15, 2018 regarding the project and any conflicts with the proposed channel closures directly to Jpe...@americanbridge.net to minimize impacts to your operations.
