I am using ArcGIS Pro (up to date) & Windows 11 (also up to date). The Paste Special pop up is stuck off screen and I cannot move it. Since the pop up is in Pro and isn't a window none of the window fixes I tried worked. I messed around with the display resolution.... no luck, no matter what resolution I tried it was still off screen. I tried using Alt+Space+M and that didn't work because a search box kept opening. I spent 3 separate nights working with 2 separate Esri service people who helped me delete and re-install pro... that didn't work. I think they gave up on me bc they were going to look into it some more and contact me, but that was almost 2 weeks ago. I spoke to 5 different IT people and they seem to think it is an Esri problem because it is only the Pro having the problem and it is only the one pop up (all others are working fine). Seems like a silly problem to have I know....I am out of ideas and patience and would really appreciate any suggestions. Thank in advance for your help!
Not sure in Pro, but with similar off the screen popups, I have resolved this by changing the resolution of the monitor. If I can set it to a larger resolution, then I can move the to the middle of the screen, and set the resolution back.
If I am maxed (which I normally am), I set the resolution down a bit, and when it resizes the screen, ALL the windows, etc. are moved back onto the screen, Then just reset the resolution to what i want.
I've been experiencing the same thing lately. The paste special pop-up (and several other Pro pop-ups) pull up on a separate screen and sometimes too off screen to pull it back over. With other pop-ups I can usually re-size it enough to bring it back over, but the paste special pop-up can't be re-sized.

I'm using Chrome, which is one of the supported browsers. It has worked perfectly well up until about a week ago. Ie I was able to use dropbox online and manually upload / download files. I could also see what documents I had in dropbox and move them around. Now however there is nothing. I cannot get in. When I click on dropbox the little 'loading icon' just goes round and round and round and round. And the screen stays blank.
Hi again and thanks for the support. I cleared the cache and now the little arrow doesn't go round. the screen just sits there, blank. I havent' tried any other browser or incognito window since i never used them before when dropbox worked. Anyway....I suppose that it has just been 'improved' out of reach. sigh.
meanwhile using chrome on android, i seem unable to upload a file to dropbox. but at least i can download what is already there so I haven't lost all my documents. yet. although that waits to be confirmed as dropbox might 'develop' further 'improvements'! if it works why 'fix' it? lol

Windows XP is a major release of Microsoft's Windows NT operating system. It was released to manufacturing on August 24, 2001, and later to retail on October 25, 2001. It is a direct upgrade to its predecessors, Windows 2000 for high-end and business users and Windows Me for home users, and is available for any devices running Windows NT 4.0, Windows 98, Windows 2000, or Windows Me that meet the new Windows XP system requirements.
Development of Windows XP began in the late 1990s under the codename "Neptune", built on the Windows NT kernel and explicitly intended for mainstream consumer use. An updated version of Windows 2000 was also initially planned for the business market. However, in January 2000, both projects were scrapped in favor of a single OS codenamed "Whistler", which would serve as a single platform for both consumer and business markets. As a result, Windows XP is the first consumer edition of Windows not based on the Windows 95 kernel or MS-DOS. Windows XP removed support for PC-98, i486 and SGI Visual Workstation 320 and 540 and will only run on 32-bit x86 CPUs and devices that use BIOS firmware.
Upon its release, Windows XP received critical acclaim, noting increased performance and stability (especially compared to Windows Me), a more intuitive user interface, improved hardware support, and expanded multimedia capabilities. Windows XP and Windows Server 2003 were succeeded by Windows Vista and Windows Server 2008, released in 2007 and 2008, respectively. However, some criticisms of Windows XP were its security issues at launch, and many people believed their anti-piracy schemes had gone too far.
Mainstream support for the main Windows XP ended on April 14, 2009, and extended support ended on April 8, 2014. Windows Embedded POSReady 2009, based on an embedded version of Windows XP Professional, was the last supported version of Windows based on the Windows XP codebase, and received security updates until April 2019. Prior to the main Windows XP's end of support date, unofficial methods were made available to apply the updates to other editions of Windows XP. Microsoft has discouraged this practice, citing compatibility issues. Extended support for Windows Embedded POSReady 2009 ended on April 9, 2019, marking the overall end of the Windows XP codebase after 18 years.[5]
Five years since the end of Windows XP's overall support date including the extended support of Windows Embedded POSReady 2009 (as of 2024), a large majority of PCs in Armenia still appear to be running Windows XP.[6][7] Few have also had some significant share, such as Colombia. As of 2024[update], globally, under 0.6% of Windows PCs[8] and 0.1% of all devices across all platforms continued to run Windows XP.
