However, if the building has four or more units, it won't be covered under
DC's residential recycling program, and instead will fall under the
category of commercial recycling. Commercial recycling is carried out by
private contractors, and they vary in what materials they accept for
recycling. The DC government requires them to accept "paper", but I don't
know whether this has ever been defined to answer questions like the ones
raised here. The only way to know for sure what a given recycling
contractor will accept is to ask them directly.
My building's recycling contractor accepts only a fraction of what DC's
residential recycling program accepts, so I save a lot of my recyclable
waste and about once a month leave it in the bin of a person who lives in
a house.
