Position
Overview
The
Texas Department of Agriculture (TDA) is seeking an experienced Senior
Business Analyst to support complex system analysis and implementation
initiatives, with a focus on the Texas Automated Nutrition System (TANS)
and federal child nutrition programs.
The
ideal candidate will act as a liaison between business stakeholders and IT
teams, driving requirements gathering, system design support, testing, and
implementation while ensuring compliance with federal and state regulations.
Key
Responsibilities
- Review, analyze, and evaluate business systems and user
needs to develop detailed and complex system requirements
- Create and maintain comprehensive documentation to
support system design, development, and quality assurance
- Collaborate with stakeholders to gather, define, and
prioritize business and functional requirements
- Serve as a liaison between business units and IT teams
for analysis, design, configuration, and implementation activities
- Develop test plans and coordinate User Acceptance
Testing (UAT) to validate system functionality
- Analyze policies and procedures to assess their impact
on system operations and enhancements
- Reengineer business processes and recommend
technology-driven improvements
- Identify risks, issues, and dependencies; develop
mitigation strategies
- Communicate project updates, status reports, and key
deliverables to stakeholders
- Support the full service request lifecycle including
requirements, design, testing, and deployment
- Work independently and collaboratively to deliver
high-quality outcomes within defined timelines
Required
Qualifications
- 8+ years
of experience as a Business Analyst, Systems Analyst, or similar role
- 5+ years
of experience working in Agile environments, including user story creation
and backlog management
- Proven experience acting as a liaison between business
stakeholders and technical teams
- Experience in developing detailed system requirements
and functional specifications
- Strong experience in test planning and User Acceptance
Testing (UAT) coordination
Preferred
/ Mandatory Domain Experience
- At least 1 year of experience with Texas Automated
Nutrition System (TANS)
- Experience working with federal child nutrition
programs and related compliance requirements
- Prior experience with government or public sector
projects is highly preferred
