Position: Business Analyst 3

Location: Austin TX

Duration: 6 Months

Client: Texas Department of Agriculture – 5510000973A

The primary work location(s) will be at Stephen F. Austin Building, 1700 N. Congress, Austin, Texas 78701. The working position is On Site.

Note:

1. TDA does not offer telework; employees are required to be physically present for work.

 PRIMARY RESPONSIBILITIES

Gather, analyze, and document user requirements, business processes, and system issues to support automation initiatives and improvements to existing applications. Elicit and document business needs for new system development and translate requirements into well‑defined user stories.

Create comprehensive user stories, define clear acceptance criteria, and conduct manual testing, including mobile application testing. Develop wireframes to support intuitive, user‑centered design. Collaborate closely with stakeholders to validate requirements and gather feedback on solutions.

Participate in or lead Agile ceremonies, including backlog refinement, sprint planning, daily standups, and retrospectives.

Provide guidance to development teams by answering questions on user stories and serving as the interface between the developers and stakeholders.  

Perform quality assurance (QA) reviews of user stories to ensure acceptance criteria, non‑functional requirements, and overall readiness are fully met.

Coordinate and guide User Acceptance Testing (UAT) activities with business stakeholders, ensuring timely sign‑off and documenting additional work items for backlog consideration.

Identify opportunities for process improvement and automation and assist in preparing proposals for new system enhancements.

Provide consultation on application analysis, troubleshoot system issues, and recommend effective solutions.

Adhere to all TDA policies and procedures.

II.  CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

8	Required	Agile methodologies, user story creation, working as part of an Agile team as a Business Analyst, participating in all Agile ceremonies, and leading Refinement, Sprint Planning, Daily Standup, and Retrospective sessions.
8	Required	Azure Dev Ops, Jira, or similar.
8	Required	Performing highly complex (senior-level) business analysis work.
8	Required	Working under limited supervision, with considerable latitude for the use of initiative and independent judgment.
8	Required	Preforming quality assurance (QA) reviews of user stories to ensure acceptance criteria, non functional requirements, and overall readiness are fully met.
8	Required	Coordinate and guide User Acceptance Testing (UAT) activities with business stakeholders, ensuring timely sign off and documenting additional work items for backlog consideration.
8	Required	Identify opportunities to improve business processes through automation and help prepare proposals and/or wireframes to develop new systems.
8	Required	Consulting on the analysis of an application, troubleshoots system problems, and implements solutions.
