Location: Austin, TX - Hybrid

Duration: 4 Months

Position Overview

HHSC is seeking a Systems Analyst with strong Medicaid Claims Processing experience to work closely with business users and technical teams. The analyst will gather requirements, document business processes, create wireframes, support Agile development, perform testing, and ensure software enhancements meet business needs.

Key Responsibilities

  • Gather and analyze business requirements from stakeholders and Subject Matter Experts (SMEs).
  • Create functional specifications, use cases, process flows, wireframes, and acceptance criteria.
  • Analyze existing business processes and recommend system improvements.
  • Work with developers and project teams throughout the Software Development Life Cycle (SDLC).
  • Use Azure DevOps to manage requirements, user stories, defects, and project activities.
  • Develop and execute test plans, test cases, and test scripts.
  • Validate system enhancements and troubleshoot defects.
  • Provide project status updates and communicate risks/issues to management.
  • Create and maintain system documentation, workflows, and knowledge-transfer materials.
  • Support Agile/Scrum development processes and participate in team meetings.

Required Skills & Experience

  • 5+ years of Medicaid Claims Processing experience.
  • 5+ years of Business Analysis and Systems Analysis experience.
  • Experience gathering and documenting business and functional requirements.
  • Experience creating use cases, process flows, wireframes, and reports.
  • Strong knowledge of Azure DevOps.
  • Experience with system testing, UAT, and defect management.
  • Experience performing cost-benefit analysis and process improvement.
  • Strong analytical, problem-solving, and communication skills.
  • Experience working in Agile/Scrum environments.
  • Ability to communicate effectively with both technical and non-technical stakeholders.

Preferred Skills

  • Experience with Texas DIR Project Delivery Framework.
  • Knowledge of enterprise architecture and information management methodologies.
  • Familiarity with large-scale government or healthcare systems.
