Panchvati (Pashan)Peacocks and PMC's Biogas Power Plants on Forest Dept Land

When peacocks (photos taken 2 days back) are moving around Panchvati hill forest and quarrys in significant numbers is it right to build a Rs.90 lakh, 5-ton/day bio-gas power plant generation plant complete with a diesel engine, on Forest Dept land given to PMC for maintenance, in the hillside quarry next to Khagol bldg, Panchvati, Pashan? 

With garbage trucks coming into the quarry on a daily basis, (1-ton Panchvati wet waste + 4-ton from outside) could this not set a precedent for more "permits" to be granted for construction on the hills ?

Instead :- Why not set-up a 1.5t/day OWC machine + all accessories + shed, costing only about 20lakhs and located about 500ft away from the present site where only Panchvati wet + green garbage will be processed into excellent manure without the risk of letting off vast quantities of Methane gas on a daily basis? 

NOTE: OWC machines are running well at NCL, National and Sindh colonies for the past about 3.5 years.

To this end if any expert assessment has been done by PMC about the alternatives possible that should be made available to people to enable an informed decision rather than people taking positions based on prejudices or vested interests.

The principle of local processing of wet garbage would require that we do not bring in garbage from outside Panchawati and our choice of technology may then be quite different.
