Green Jobs Presentation Discussion

So Kelsey and I had a very long discussion today about our Green Jobs
presentation. With her help, we were able to actually pull some things
together and really flesh out some of the key issues and details
important to green jobs. With that being said, we still have a lot
that needs to be fleshed out for the presentation. Here is what we
came up with and we need to be able to fill in the gaps before
wednseday. Can the group meet tomorrow (Sunday, December 4) after 8pm?
We need to have one or two more real meetings before the presentation.
This is a completely new policy than what we originally talked about.
I don’t think it is different so much as it is a natural, more
poignant evolution of the discussion we had. If you have any questions
or need clarification, please let me know and I will try to explain it
out before tomorrow or bring it with you and we can really discuss it
to see of there is any thing that we may have missed.


Green Jobs Definitions
Original Green Job Definition: United Nations Environment Program,
"work in agricultural, manufacturing, research and development (R&D),
administrative, and service activities that contribute(s)
substantially to preserving or restoring environmental quality.
Specifically, but not exclusively, this includes jobs that help to
protect ecosystems and biodiversity; reduce energy, materials, and
water consumption through high efficiency strategies; de-carbonize the
economy; and minimize or altogether avoid generation of all forms of
waste and pollution.

Criticism: Lacks attention to green practices (building and
infrastructure) and Green employment (idea of living wages, safety and
health requirements)


New Definition
1. Green Business- Businesses who practices and structure include
green practices (need better def.)

The new definitions allow for a more detailed focus on Green Jobs,
difficult to lump ideas like living wage with producing a green
product, they affect different people, different aspects of the three
tiers of sustainability. For example, living wages is a social problem
where as a green product is environmental. Extremely difficult to
implement an all encompassing policy without recognizing the
individual needs of both things.

Incentives Program- Include LEED certification, etc (Kelsey has the

Utility Audits/Recommendations for existing buildings in Fort Collins

Sustainability Plan
-In Discussion/ Research phase, no real projects have been defined
or implemented
Independent Green Actors- Businesses like New Belgium that have take
it upon themselves to develop green practices within their business
but under no mandates or requirements
Business Environmental Program Series
-Not Well Publicized
-Limited in its scope as well as the quantity of how many people can
interact and learn

Goals
Create a “Green Job Economy”
This will be implemented by
Greening Businesses: Energy Efficient Practices and Sustainable
Employment Practices
Create an abundance of Green Sector Jobs (Kelsey, what is the source
of these green jobs?)
-Renewable Energy

-Green House Gas Reduction
-Pollution Reduction and Clean-Up
-Recycling and Waste Reduction
-Agricultural and Natural Resource Conservation
-Education/Compliance/Public Awareness or Training
3. Increase the focus on Education and Public Relations to create
awareness
4. Try to create a policy that can address all three types of
definitions rather than focus on solely jobs in renewable energy

-Incentives for Green Companies (Jobs) coming into Fort Collins
-Incentives for Non-Green Companies (Jobs) coming into Fort Collins
2. Create a Green Jobs Department

3. Creating a Green Jobs Database which will include a list of Green
Businesses and Non Green Businesses and Green Service Industry
Businesses (That way there is a centralized list for people to go and
find businesses that will help them in the Greening process rather
than a business having to figure out the greening process on their
own.
*Can this spur healthy competition
* Could a problem with this be that it can lead to business
favoritism or a downfall in competition? Just some thoughts that I
think we can address in our issues/ concerns section.
4. Mentor Programs- Either create or help improve Climate Wise
mentor program where similar businesses can directly converse and
learn from Green Businesses

3. Mandate a Green Building Code for New Buildings in Fort Collins
- Businesses coming into Fort Collins will be required to build
sustainable buildings at the beginning rather than having to go back
and retrofit the building 20 years later. Although some people would
be angered at the mandate, the Green Jobs Department is their to
provide factual evidence that shows in the long run, profits are
increased. Also that is why there are new building specific incentives
that will be created to spur a feeling of advantage to building Green
in Fort Collins than non-green in another town.

4. Encourage Retrofitting but not mandating- this will cause
controversy but Kelsey and I felt that this should be voluntary
because we would rather keep a business in a building rather than have
them move because it would be too costly to retrofit. Also, the Green
Jobs department will provide factual evidence to these businesses to
show them the financial gains in the long run. Also that is why there
are specific retrofit incentives

5. Release a list of Green Businesses and non-Green Businesses on an
Annual basis which will include highlights on those businesses if they
are green producing or use green practices, if they were dropped off
of the list and provide the reasons why. This is important because it
will allow for the community to see what businesses they should
support and can get community pressure on those businesses that failed
to maintain a green practices. Similar to what climate wise does,
maybe take their criteria and use that in the report.

6. Carbon Reduction: Alternative Power, Recycling, Transportation,
Water Conservation, Purchasing of supplies from green businesses,
building efficiency.

*These are just clarifications and details of the PR and Education
aspects
Public Relations- Use resources and access to different types of media
to get more information and awareness about green programs,
businesses, and organizations. Try to make Climate Wise and their
educational forums more visible.

Education
-Vocational/ Job Skills Education: Figuring out and implementing
programs at CSU and Community College for the green sector jobs.
Primarily labor jobs, will give more job opportunities to lower
income, high school educated population in Fort Collins.

-Community Education: Specific to education about Carbon Reduction
and educating community on importance of green business practices and
green buildings. Try to promote a Green Community that will demand
green products, green sector jobs and apply pressure to businesses to
become green

-Business Education: Educate businesses on the benefits of becoming a
green business or enacting green practices within their business as
well as educate prospective businesses on the opportunities and
financial gain they will receive coming to a city like Fort Collins
versus a similar sized town with no green policies. Focus on long term
benefits-move away from a cost-benefit analysis with a low discount
rate.

looks good...but we definitely need to figure out some details. Can
the incentives be more like for businesses in existing buildings
(retrofit), businesses building new buildings (green construction),
and green jobs coming into Fort Collins? Just a thought! Im available
tomorrow after 8.
