With effect from 01.04.2011 the benchmark cost for photovoltaic will be revised to Rs. 270 per Wp (with battery) and Rs. 190 per Wp (without battery bank) respectively (as indicated in para 5.3 of the Administrative approval- 5/23/2009-10/P&C dated 08.07.2010). For general areas the CFA would be 30% limited to Rs. 81 per Wp (with battery back-up) and Rs. 57 for systems (without storage battery). For Special category states/North-East States the CFA would be 90% limited to Rs. 243 per Wp (with battery back-up) and Rs. 171( without battery back up).

Can anyone clear about the subsidy given to off grid systems in special areas like North east, lakshadweep, andaman and J&K. Also Rs. 270/Wp with battery and Rs. 190/Wp(without battery) is this means for all off grid system ?

Dear Mr. Sirhatti,
Yes, these are all for off grid system. But there is a catch. For 90% subsidy in special category states like north east, districts having international borders and difficult areas like the Anadamans, Lakshadeep or the Sunderbans, Government agencies like State renewable development agencies  will have to execute the projects. It means the project will go to the state REDA and then the state REDA will select the installers through tenders.Even OM contractors would be selected thrugh tenders by the State REDA.

Thanks,

Rupam Banerjee

Is there any rule for getting this subsidy? As an example.

i have just started solar panel manufacturing , so if i will set up the off grid for my customers then can my customer claim the subsidy?

Do i need to be registered in MNRE as a off-grid supplier then only my customer can claim?

Please give more details on this

Thanks

Dear Ritesh

The information provided by Mr Singh is only partially
accurate. No customer can claim a subsidy unless the solar energy
system has been purchased from an MNRE registered manufacturer. There
is no exception to this rule. It is the manufacturer's responsibility
to help the customer obtain the subsidy.

Since you are a manufacturer I suggest you download the registration
requirements from the MNRE website. You will find that the quality
requirements are quite stringent and only if your product meets the
criteria will you be able to help your customers gain this subsidy.
There are many solar system manufacturers here in the Coimbatore area
but only one has managed to get registered as a certified supplier so
I guess the process is time consuming.

Even after you are a registered manufacturer getting the subsidy is
not particularly easy. I wanted run my office on solar so I approached
the subsidy route only to find that the local energy dept is not
interested in small projects because they do not have the man power to
evaluate every single installation. Apart from the capital subsidy of
30%, the Govt also provides an interest subsidy on 50% of the project
cost. But when I approached banks for this no one was keen on this
because the banks are required to follow a separate process to recover
their loss incurred due to giving a subsidy on the interest on loan.

In short the MNRE has not yet figured out how it is going to
administer this subsidy but I hope they will in a year or so. Solar
power is definitely a technology that will become very popular but the
journey towards it is full of challenges. Good Luck

Yusuf

I have a little query .

Why are we seeking solutions to provide energy to components that best functions using conventional source such as bulb on solar light.

Why is it not possible to have solutions which will eliminate or minimise the use of conventional source of energy such as a lifestyle change ( day light saving concept).

I hope this will also lift the burden on energy dependency and look for smarter solution...
