OpenVPN client for Windows 7 (professional)

I have used openvpn many times now between various flavors of Linux.

The first option (the connect client - msi file) leads to a dead end with a popup box that says "the installation directory must be on a local hard drive"  wtf?  It is!

The second option; the desktop client yeilds this:

"Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item"

So I right click, compatibility, and check run as XP - service pack 3 and also check run as administrator ... same error.

I am just cursed or ??
