Enforcement of personal foul + 2 technical fouls

From the MDOC test:
B1 slashes A1, flag down. A1 throws the ball out of bounds and the
whistle stops play. During the dead ball, A1 and then A2 commit
conduct fouls.

The correct enforcement is: B1 serves 1 minute (non-releasable), A1
serves no time, A2 serves 30 seconds (non-releasable). B is awarded
possession.

1) I get that the overlapping time is non-releasable, but why is the
A1 penalty time ignored?
2) Why does B get possession? A was entitled to possession when the
whistle blew.

This is one of those where we need to break it down.

Clearly when the whistle was blown, B1 was to serve 1 minute and Team
A would get possession on the re-start. ..However, during the dead
ball ... a technical foul (conduct) on A1 would result in a simple
change of possession. ...Additionally, now Team B is entitled to
possession and then A2 commits a technical foul
(conduct) ...therefore, A2 will sit for 30 seconds (a technical foul
foul w/possession).

So B1 will serve a minute ...A2 will serve 30 seconds (1st 30sec non-
releasable) and B1 will re-start with possession and the location is a
free-clear if the slash occurred on Team A's attacking side of the
field.
